What We Do

Ethiopian Capital Market Authority is established by Capital Market Proclamation No 1248/2021 as an autonomous Federal Regulatory Authority. One of the major objectives of ECMA is to ensure the existence of a capital market environment in which securities can be issued and traded in an orderly, fair, and efficient manner. ECMA, as a regulatory authority, grants licenses to any person to operate as a security exchange, derivative exchange, security depository and clearing company, capital market service provider, over-the-counter trading facility, or any other activity deemed by ECMA as a regulated activity under its jurisdiction. ECMA regulates and oversees trading in primary and secondary markets of securities, the use of electronic trading platforms that deal with securities and gives recognition and oversees the activities of self-regulatory organizations.

Job Summary

  •  The job holder is responsible for ensuring the proper functioning, integrity, and compliance of capital market service providers and other regulated market participants within the jurisdiction of the Authority.

 Specific Duties and Responsibilities

  • Conduct pre-certification inspection
  • Monitor and supervise market activities, including trading, transactions, and participant behavior, to maintain integrity and investor confidence
  • Conduct both onsite and offsite examinations to ensure market participants adhere to regulatory rules and requirements, detecting and addressing potential violations with the Investigation and enforcement department
  • Conduct surveillance activities to identify unusual trading patterns, potential market manipulation, and insider trading
  • Lead investigations into suspicious activities or potential violations, collecting evidence and collaborating with legal teams
  • Prepare accurate and timely reports on market surveillance findings and regulatory compliance for internal use and external stakeholders
  • Collaborate with market participants, legal experts, and other relevant parties to ensure effective oversight and compliance
  • Recommend and implement appropriate enforcement actions in response to violations, working closely with regulatory investigation and enforcement department
  • Evaluate potential risks to market integrity and propose risk management strategies to mitigate them
  • Contribute to the development and enhancement of market surveillance policies and procedures
  • Utilize advanced technology tools and systems to enhance market surveillance capabilities
  • Analyze market data and trends to identify potential irregularities or patterns requiring investigation
  • Collaborate with the Investigation and Enforcement department for further exploration
  • Provide guidance and advice to intermediaries on compliance matters, regulatory requirements, and best practices.
  • Performs related works as required

About You

Academic Qualifications

  •  Bachelor’s degree or above in Law, Economics, Management, Accounting and Finance, Banking & Finance, Business Administration, Law, or a field related to the Job function from an accredited or recognized learning institution.

 Work Experience

  • 6 years of relevant working experience preferably in overseeing regulatory compliance, conducting in-depth due diligence, conducting risk assessments, leading audits, and reviews, or undertaking investigations and enforcing rule violations in financial institutions or other organizations engaging in such assignments.

Finance Officer

Specific Duties and Responsibilities

  • Process and record accounts payable transactions accurately and timely
  • Ensure compliance with internal policies and procedures for accounts payable processing
  • Reconcile vendor statements and resolve any discrepancies
  • Prepare and process payments to vendors, including checks, wire transfers, and cash payments
  • Maintain accurate records of accounts payable transactions and vendor information
  • Monitor and track expenses to ensure they are within budget and report any variances to management
  • Keep and file all financial documents of the authority
  • Assist with month-end close activities related to accounts payable, including accruals and reconciliations
  • Collaborate with other departments to ensure timely and accurate processing of invoices and payments
  • Receive properly registered and signed receipt vouchers, payment vouchers, and deposit slips
  • Check, code and record each voucher and documents
  • Process and record accounts receivable transactions accurately and timely
  • Ensure compliance with internal policies and procedures for accounts receivable processing
  • Generate and distribute invoices to customers and follow up on overdue payments
  • Maintain accurate records of accounts receivable transactions and customer information
  • Monitor and track revenue to ensure it is recognized in accordance with accounting standards and report any variances to management
  • Assist with month-end close activities related to accounts receivable, including accruals and reconciliations
  • Respond to customer inquiries and resolve any issues or disputes
  • Process and maintain accurate payroll records for all employees in accordance with internal policies and procedures
  • Ensure compliance with all applicable laws and regulations related to payroll processing, including tax laws and labor laws
  • Calculate and process payroll deductions, including taxes, benefits, and other withholding
  • Prepare and distribute payroll reports to management and other stakeholders as required
  • Reconcile payroll accounts and resolve any discrepancies or errors
  • Maintain accurate records of payroll transactions and employee information
  • Respond to employee inquiries related to payroll and resolve any issues or disputes
  • Collaborate with other departments to ensure timely and accurate processing of payroll transactions
  • Assist with month-end close activities related to payroll, including accruals and reconciliations
  • Prepare payments by checking all supporting documents
  • Properly Keep and file all financial documents of the authority
  • Perform such other related duties as required.

About You

Qualification Requirements

  • Bachelor’s degree or above in Finance, Accounting or a field related to the Job function from an Accredited or recognized learning institution
  • 2 years of relevant experience
