General description of the Position:
The Project Manager will be responsible for the overall management of the day-to-day activities of a GOAL Community based Management of Acute Malnutrition (CMAM) and other activities in the assigned Field site.
KEY AREAS OF ACCOUNTABILITY/DUTIES
· Providing ongoing training for MoH staffs with special emphasis to develop ownership of the programme by MoH staff and build their capacity to sustain the programme.
· Supervise and review of weekly and monthly reports from stabilization centers (SC) and outpatient Therapeutic programme (OTP) SFP and other related activities .
· Supervise the activities of the supplementary feeding programme/TSFP/ to run smoothly and in line with the guideline.
· Maintain work schedule with each OTP, SC, WASH and TSFP site as well as community mobilization.
· Update the regional Program manager on the implementation of the CMAM and other activities on weekly basis.
· Assign tasks among the staff according to the variation in workload, holidays, unplanned absences or illness
· Work with Woreda and zonal MoH, DPPC and other officials to ensure all aspects of programme understood and agreed to implement the programme
· Conduct capacity assessment of the activities on monthly basis with Woreda CMAM focal person and incorporate the finding to the monthly progress report.
· Ensure MoH at clinic or Woreda level (as appropriate) are included in all decision making regarding the programme activities
· Negotiate Stabilization Care for referral with nearest relevant MoH Hospital or health center inpatient facility where available.
· Ensure referrals in and out of inpatient care are working smoothly.
· Follow up management of stocks with the storekeeper; monitor rates of consumption and ensure supplies are ordered in a timely manner
· Ensure all criteria are respected and understood by the teams, including admission, discharge and transfer to and from the various components of the programme, all medical and nutritional protocols, and their application/OTP/SC/TSFP/.
· Ensure the beneficiaries, caretakers and members of the community are treated respectfully at all times
· Lead regular nutrition team management meetings
· Report any problems in a timely manner to Area Manager,
· Ensure all authorities and communities are kept well informed of the programme,
· Prepare monthly progress reports and statistic reports and an end-of-project final report for submission to the Regional program manager. The progress report need to follow the monthly report guide and also provide detail explanation on why admission decrease or increase or remain the same and also provide detail explanation on the trend of admission.
· Review the TSFP report and send to the regional program manager including the activities of the TSFP distribution, post-distribution monitoring, on-site distribution monitoring and daily distribution monitoring analysis, and summary report with recommendations and next distribution planning.
· Follow up on any absence by the staff
· Facilitate delivery of salaries, per diems, or other payments to MoH staff
· To ensure that all staff fully complete and sign timesheets monthly for submission to HO
· To ensure payments made locally are compliant with the Procurement & Authorization Chart with appropriate supporting documentation
· To ensure that distribution lists and records are properly documented, maintained and filed for submission to HO quarterly
· To ensure stock cards are maintained for all items received, separated by donor and reconcile to all store documents (GID, DDs etc)
· To ensure assets are safe guarded and included on the monthly update of assets to HO
· Assist in any other tasks when required
Mainstreaming Issues:
· Familiarize self, understand and implement according to the area of responsibility, GOAL’s policies and procedures on mainstreaming of Gender, HIV/AIDS, Child Protection and Accountability.
· Ensures gender and HIV/AIDS is effectively mainstreamed throughout the programme activities, work plans, budgets, reports, research, analyses, and where specifically relevant, analyzed in detail;
· Work on increasing the sensitivity and awareness of staff towards Gender, HIV/AIDS, Child Protection, and Accountability issues.
Compliance Issues
· Familiarize self and understand to GOAL Donor Compliance issues, specifically to the terms and conditions of the Donor the programme is working on and comply with same in the area of responsibility.
· Ensure the timesheet of each staff in the office is completed using the right time allocation accurately and sent to the responsible person in the HR department at HO on a monthly basis.

· Review the monthly beneficiary distribution summary sheets (BDSS) completed by the L/F/A Officer and ensure this is sent to the responsible person in the Grants Unit based at HO on a monthly basis.
· For those documents listed in the log frame as means of verification, ensure proper hard copy and soft copy files are kept at field level and same are submitted to the responsible person in Grants Unit based at HO on a quarterly basis (calendar quarters).
· Understand the branding/visibility plan of the specific donor funding the program and ensure implementation of this accordingly in the office and operational areas in cooperation with the responsible person in RRP department based at HO.
· During project closeouts ensure program deliverable documents during implementation of the program including beneficiary distribution lists are formally submitted using the standard forms to the Regional Logistics Coordinator.

2.Senior Health and Nutrition Officer
GENERAL DESCRIPTION OF THE ROLE
Under the direct supervision of Woreda Project Manager, the senior Health & Nutrition Officer is responsible for the day-to-day management of Primary Health and Nutrition Care project implemented in the operational Woredas of Somali region. Provision of primary health care service and management of Mobile Health and Nutrition Team (MHNT) is a key component of the position holder.
Description of Functional Relation Ships of the role, if any
The senior Health & Nutrition officer will provide consultation, necessary treatment as needed to the intended beneficiaries in the health facilities and outside health facility in the project sites. He/she will work with the GOAL Nutrition team and other officers within the field office to enhance their participation and involvement in prevention, awareness creation and capacity building of woreda based government health staffs.
KEY AREAS OF ACCOUNTABILITY/DUTIES (detailed list of tasks and outputs categorized by “daily” “weekly” “monthly” or any other category which fits the role)
· Provide essential lifesaving primary health care services to IDPs,
· Conduct all activities planned for MHNT(Curative treatment, prevention and rehabilitation) components,
· Responsible to provide Community Based Management of Acute Malnutrition (CMAM) activities to IDPs and people who have no access to the services,
· Conduct capacity building interventions to HEWs and community health workers and community mobilization activities with key Health messages,
· Provide different trainings and workshops as per the plan,

3.Health & Nutrition Officer
General description of the Position:
Under the direct supervision of the Senior Health & Nutrition Officer, the Health & Nutrition Officer is responsible for overseeing all start-up health and nutrition activities under the assigned location and responsible for the day-to-day management of the Primary Health and Nutrition Care project implemented in the operational Woredas of a given location. S/he will be responsible for providing managing Health and Nutrition staff and implementation. S/he will provide technical guidance to ensure that program implementation adheres to appropriate international technical standards and guidelines are technically sound. Provision of primary health care service and lead the management of the Mobile Health and Nutrition Team (MHNT) as a key component of the position holder.
Description of Functional Relation Ships of the role, if any
Under the direct supervision of the Senior Health & Nutrition Officer, the Health & Nutrition Officer is in charge of OTP/ SC, TSFP, and IYCF quality project activities on a weekly based and responsible for supporting all start-up nutrition activities in GOAL implementation assigned areas. S/he will be responsible for providing technical guidance to ensure that program implementation adheres to appropriate international technical standards and guidelines are technically sound. The Health & Nutrition Officer will be responsible for the management of acutely malnourished children and PLWs through treatment of severe and moderate acute malnutrition and prevention of further deterioration of the nutrition situation through the provision of therapeutic food, routine drugs, health and nutrition education and capacity building and technical support to the Woreda Health Office in the management of severe acute malnutrition.
The Health & Nutrition Officer will support Government Health staff to manage and supervise Community mobilization, detection, increasing health-seeking behavior and referral activities for PHC and emergency nutrition intervention at temporary IDP clinics/MHNT team sites and existing health facilities and supervise the management of health and nutrition drug, nutrition supplies (including essential drug kit, therapeutic and supplementary food (F75/F100, RUTF, RUSF, CSB ++), medicines and medical and anthropometric equipment).

· Collect, check and complete the PHC and emergency nutrition orders before having them validated by the senior health and nutrition officer.
· Support MoH staff undertake clinical and physical examination of all children referred to the community therapeutic Care (CMAM) programme on day to day basis.
· Ensure CMAM medical protocols are followed and support MoH staff in the distribution of routine or supplemental drugs to OTP and SC children
· Ensure the medical protocols are implemented in line with the Federal Minster of Health Guideline of treatment of SAM
· Ensure that all the phases- inpatient protocols are followed and MoH staff understand and implement the protocol.
· In collaboration with MoH staff ensures all necessary supplies (food and non-food) are requested on time.
· Support MoH staff to ensure that there is high standard of hygiene sanitation in the SC and OTP.
· Undertake regular health and nutrition education sessions in collaboration with MoH staff in OTP and SC. Give due emphasis for the children admitted in SC.
· Ensure that children are referred to OTP or SC programme based on the national protocol considering all the criteria for referral.
· Coordinate absentee, defaulter, static weight and loss of weight follow-up with outreach supervisor in the programme so that they could be traced and followed up
· Assist in the setting up and smooth operation of the stabilization centres and outpatient therapeutic program in the health posts/centre or hospital.
· Encourage and facilitate the HEWs and health professionals to work with community volunteers to improve their ability to recognize cause and signs of malnutrition, provide appropriate education to target group and community to help mitigate MN and refer individuals as appropriate.
· Report on progress and any problems in a timely manner.
· Respond to HWs/HEWs inquiries regarding the technical aspects of the program admission and discharge whenever necessary at the TFP sites.
· Providing Woreda Health Office staff with technical support in convening meetings and answering questions on topics relevant to the project as necessary.
· Assist health workers and HEWs to compile the statistical data.
· Establish a good relationship with the local authorities and community leaders.
· Provide effective coaching and mentoring guidance to the MoH staff so that they can run OTP and SC activities smoothly.
· Investigate the causes of non-responding and refer children to Stabilization Centre (SC) or referral hospital /health center in collaboration with MoH staff.
· Ensure routine and supplemental drugs are requested on time and distributed to the intended targeted group.
· Facilitate information and lesson sharing with other partners and agencies at Woreda/Kebele level.
· Ensure proper utilization of resources and accountability to the program.

5.Logistics, Admin, and Finance Officer
KEY AREAS OF ACCOUNTABILITY/DUTIES
Logistics Management
· Ensure that Logistics manual are fully in place and responsible for its application.
· To maintain a record of stocks in warehouse and GOAL stores and undertake weekly, monthly and quarterly stock checks and share reports with Area Logistics Supervisor and Project Manager.
· To control and manage all vehicles at the sites, to ensure that weekly safety checks are carried out, to ensure that CTC staff plan for the week, to carry out fuel consumption checks and ensure that logbooks are correctly filled in.
· To control all assets belonging to CMAM site, to manage the equipment and ensure that equipment is properly used.
· To undertake daily supervision of Security Guards and Office Attendants& Cleaners
· To ensure that compound of CMAM site is safe and secure and to GOAL standard.
· To assist CMAM team with transport and pre-positioning of supplies
· To obtain additional supplies for CMAM team from MoH, and to establish contact with MoH officials to facilitate supply lines.
· To control all logistics in Supplementary Food Programme if occurring at CMAM site.
· To provide GOAL senior safety and Access officer a regular update on the security situation when require
· Control and record project fixed assets, to manage the equipment and ensure that equipment is properly used and prepare asset reports to Area Finance Manager, Area Senior HR Officer, or Area Logistic Supervisor monthly.
Financial Management
· Maintain cashbooks and accounts records and ensure payments are allocated to the correct project and budget line.
· Ensure all the necessary documentation is collected, checked and attached to payment vouchers for submission to Area Office
· Prepare monthly funds request in consultation with Area Office
· Coding of transactions for the project floats and make sure it is in line with project budget lines
· Prepare monthly expenditure report
· Maintain float and loan and advanced registers
· Produce personal bills for all personal use of telephone
· Control and monitor all telephone logbooks at CMAM site
· Ensure telephone and electricity bills are paid in time
· Guaranty that Donor compliance aspects are respected and all related documentation are well filed
· Ensure all Project, Logistic and Administration relevant documents are properly filed.
Admin. & Human Resource Management:
The LAF Officer has a responsibility to implement the activities listed below and also to monitor, supervise the task of the HR representative in the region.
Recruitment and Placement
· Ensure the recruitment process for local staff(Guards & Office Attendants) is in line with HR Manual.
· Ensuring that every recruitment have approved JR and revised JD is submitted with the JR.
· Processing and handling the recruitment and selection of position for local staff.
· Assisting the Area Senior HR Officer in the process of recruitment and selection of position for local staff.
· Ensuring the placement is as per the Job Request and contract is in line with the grant period / as per the request.
· Ensuring the placement is upon fulling the required documentation as per the personnel file checklist.
· Tracking and submitting recruitment updates to Area Senior HR Officer timely.
· Recruitment tracking sheet – making sure that recruitment is done in line with the checklist, the HR manual and the country law.
· Induction – to provide and facilitate Induction for staff based at your area of responsibility.
Benefits Administration
Payroll
· Provide all documents related to payroll to Area senior HR Officer in advance.
· Follow-up if employees received salary timely and communicate any problem.
Pension
o Ensuring the pension process in the region/ are of responsibility is in line with the country’s law.
o Ensuring employees fill in pension profile form along with supporting document.
o Follow-up any missing pension profile format and related supporting document.
o Submitting the pension profile form with the supporting document to the appropriate private organisation employee’s social security agency.
o Making sure to get confirmation from the agency when submitting the pension profile. Record and send the confirmation to Area Senior HR Officer.
o Following with the agency to receive employees’ pension ID and after getting the employees signature on the copy of the ID, issue the ID.
Leave Administration.
Annual leave
o Liaise with Area Senior HR Officer and line managers and ensure that all supervisors submit leave plan at the beginning of a fiscal year or at the beginning of contract.
o Keep custody of the Annual Leave Plan and Annual Leave Request forms for local staff and encourage and follow up other staff to use online system for leave request and approval
o Ensuring that the leave format is completed properly, recorded in timesheet as well as leave tracker for local staff who have no Goal email account
o Monthly submit the hardcopy of the leave format together with the leave tracker to Area Senior HR Officer person.
Other leave.
o Ensuring that other leaves such as Sick, Emergency, maternity, leave without pay and other leaves are implemented according to HR Manual and country law.
o Every month collect a status update from Area Senior HR Officer to ensure that similar information is maintained in area office and at field site. Making sure appropriate documents are presented for Sick Leave, Marriage, Emergency, Maternity, Paternity, Special, Exam leave, etc. on time.
o Ensuring that the leave format is completed properly, recorded in timesheet as well as leave tracker.
o Timely submit leave document to be included in payroll; such as sick leave, leave without pay, etc.
o Compile and submit with completed information the hard and soft copy leave forms together with any supporting documents monthly along with timesheet to the Area Senior HR Officer.
Performance Management
o Send notifications and reminders to immediate supervisors to conduct performance appraisals for their subordinates as per the HR manual/ performance guideline.
o Follow up on the implementation of the continuous performance appraisals process.
o Ensuring that probation period performance is completed before an employment contract is extended.
o Forward to Area Senior HR Officers to file all documents of the continuous performance appraisal to file in the Personnel File.
o Communicate timely to Area Senior HR Officer and his/her immediate supervisor for any gaps or outstanding performance.
Training and Development.
o As per the annual HR training plan or as instructed execute and facilitate training.
o Facilitating LINGO training as per the requirement/ need.
Employee relation
o Initiates activities that builds team sprit among staff at you area of responsibility and in liaison with HOHR implement the activities.
o Handle Disciplinary issues as per GE HR manual or instructed.
o Report immediately cases related to absenteeism, fraud, sexual harassment or serious offences to HOHR
o Take initiatives to be proactive to resolve any grievance or complaint the staff raise by discussing with the relevant department.
Administration
Data Management
o Regular update any HR related tracking sheet or data base as per the need.
o Ensure confidentiality of any staff or HR related information.
Personnel Records Management
o Keep personnel file record and follow up the completion of personnel file as per the checklist.
o Submit monthly the required personnel file document to HOHR.
o Ensure that document issued to the staff are signed by the employee him/her self and submitted to HOHR.
Timesheet Administration
o Familiarize self to the Timesheet Administration System and follow up with strict compliance with standard and deadline.
o Receive the correct and final donor allocation from HO HR/ field HR representative by the 11th day of the following month.
o Prepare timesheet according to the allocation figure and circulate for signature among staff members.
o Received field timesheet from Area Senior HR Officer and review the timesheet before submitting it to HOHR.
o Submit signed timesheet documents to HO respective HR Managers every month along with the supporting document.
o Follow-up on the timesheets which requires correction.
o Upon departure check availability of timesheet documents with correct allocation and sign on clearance paper confirming the same.
o Make sure that the timesheet, contract and payroll is in line with the organogram.
Office and canteen Management
o Review existing office management system and canteen. Recommend ways of improvement and follow up.
o Supervising and coaching the activities of the HR representative in the following major office management areas.
o Ensure that copies of all outgoing letters are properly registered and maintained within a master file (for letters, memos & fax)
o Maintain an efficient filing system for documents, books and references.
o Keep track of adverts, notices and memos issued from HR to be posted in notice board in HO and field offices. Ensure that all offices has got the message on time and posted as required and follow up on inquires on notices and communicate to HR manager.
Staff Termination
o Track employment contract end date and ensure that proper notice of termination letters or extension (if required) are issued to staff members as necessary after consulting with HOHR.
o Collect resignation letter from staff members and notify Area Senior HR Officer for payroll, leave and benefit administration. Making sure that it is captured in payroll.
o In advance, start the exit process upon receiving resignation of staff or project closure or contract end date.
o Ensure the departing staff member utilized any outstanding leave before last date of employment.
o Make sure exit interviews are conducted in a productive way by explaining that the feedback is valuable input for the betterment of the organization and encouraging staff members to be genuine while filling the form.
o Track the exit interview and provide analyses /report as per the schedule.
o Liaise with appropriate departments at field office to fill in clearance form as per their area of responsibility and clearance paper is submitted to HOHR for approval.
o Ensure that clearance and termination payment are collected within 6 month after termination of contract.
o Ensure that termination payment is collected by ex-employee as soon as the completion of clearance.
o Ensuring that the required document is issued to the staff and to HOHR for filling purpose.
Others
Supervision and additional role.
o Making sure to supervise staff under your line of reporting.
o Perform any other related duties assigned by Immediate Supervisor and HR Team.

6. Procurement Officer
KEY AREAS OF ACCOUNTABILITY/DUTIES
- Under the supervision of Area Senior Procurement Officer
- Receive and process orders assigned by the Procurement Manager or his/her designate from the field office and Addis Office, checking that order has been correctly filled, that quantity/specification is provided, that coding has been provided and the order has been properly authorized.
- Prepare necessary request for quotation or Enquiry forms for all required suppliers and service providers, with all specifications, indicate closing dates to receive quotations, with strict adherence to GOAL/donor rules and regulations, receive quotations for local procurements based on requirements/specifications and prepare a bid analysis as per the received quotations and together with PCOM/TCOM (where applicable) make recommendations to award a contract/purchase order, prepare required purchase orders (POs) ensuring correctness and details of specifications, quantities and financial information for submission and approval
- Acknowledge orders received and where possible provide initial feedback on costing estimates and delivery times
- Where requested, help/liaise with requesters/Budget Holders to develop specifications, availability, rough costing as per previous procurements offers etc.
- Ensure compliance with Donor/GOAL procurement policies and in-country SOPs. Assist in the maintenance of the supplier/vendor list and participate in market surveys as required.
- Assist the Procurement Manager and his/her designate in the initiation of FWA’s and coming up with the expressions of interest for all categories of purchase (pre-qualification of suppliers)
- Ensure all procurement files are held in soft copy in the logistics folder on the shared drive (where applicable) or hard drive, and the completed file is correctly named
- In liaison with the Logistics Department coordinate the reception of goods from supplies and follow up with suppliers / transporters on items missing or damaged in transit

- Assist to ensure payment of suppliers is made promptly and that the finance department receives all the necessary documentation.
