The Global Health Supply Chain – procurement and Supply Management Ethiopia
Background
The purpose of the Global Health Supply Chain-Procurement and Supply Management (GHSC- PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG) funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives: •
- Global Commodity Procurement and Logistics
- Systems Strengthening. Technical Assistance
- Global Collaboration to Improve Long-Term Availability of Health Commodities
Purpose
The Procurement and Logistics Officer supports daily project office activities by ensuring that the project office has all supplies necessary for smooth and continuous operations, assisting the procurement and logistics officer in overseeing the procurement of all necessary project equipment and office supplies.
Principal Duties and Responsibilities
As Procurement and Logistics Officer for the GHSC: -PSM Ethiopia Program, the employee is responsible for the following principal duties and responsibilities:
- Receive approved Procurement Action Requests (PAR) for procurement of goods and services.
- Assist in collection of proforma invoices and present to the Procurement and Logistics Officer for further processing of approval.
- Assist in Organizing and coordinating of project activities like meetings, workshops, conferences, exhibitions etc
- Assist in monitoring the inventory of office equipment, regularly record and update equipment inventory, and request additional equipment as necessary, in accordance with Chemonics policies and procedures.
- Assist the Office mgt. specialist in issuing tickets for International and domestic travel and hotel accommodation for PSM staff and partners in line with the Chemonics travel policy.
- Support field teams with various administrative resources required to properly conduct their duties.
- Facilitate and follow up of visa issuance/approval process from immigration office, work permit process for expat, project license renewal and any other related job task
- Inquire with procurement units immediately for further specifications / SOW if the PAR is not clear.
- Assist in preparation of vendor selection or absence of competition memoranda.
- Deliver purchase orders (PO) for collection of goods.
- Collect purchased items from vendors and submit.to the storekeeper, with required inspection of goods documentation.
- File and maintain all procurement documents, both physical and electronic, in an orderly manner for control and reference purposes, in accordance with Chemonics filing system.
- Assist in payment of vendors:
- Update and maintain procurement tracker.
- Perform other duties as requested,
Duration of assignment
- From September 2024 to June 30, 2025.
Level of Effort and Location
This short-term position will be based in Addis Ababa, Ethiopia, with intermittent travel to the program’s target regions as required.
Supervision
The Procurement and Logistics Officer will report to the GHSC-PSM Office Management Specialist.
About You
Qualifications
- BA degree in Purchasing and Supplies Management or any business study with relevant mix of experience and education,
- At least 3+ years of experience,
- Experience working in Supplies and procurement management,
- Experience working in USAJD funded projects,
- Computer skills, particularly in MS Office software, word processing and spreadsheets,
- Excellent interpersonal and writing and oral communications skills; proven diplomatic and public relations skills
- Fluency in English required.

Short term Database Administrator
GHSC-PSM Ethiopia supports country strategies and priorities that fall under the following three project objectives:
- Health commodity procurement and logistics,
- Systems strengthening technical assistance, and
- Global and local collaboration to improve long-term availability of health commodities.
Purpose
The short-term database administrator will report directly to the GHSC-PSM Ethiopia’s Monitoring and Evaluation (M&E) Manager and is responsible for the implementation of M&E and Knowledge Management systems with the aim of ensuring complete data availability and improvements in supply chain performance.
Principal Duties and Responsibilities
Strengthen Monitoring and Evaluation (M&E) and Knowledge Management Systems (50%)
- Manage and maintain the project database centrally.
- Undertake routine follow-up, provide remote technical assistance for GSHC-PSM field teams and technical staff on the data entry and data quality.
- Monitor the dynamic data analysis and visualization with Power BI and provide technical support and training to staff and partners.
- Develop and maintain scalable data models to handle large, complex data sets effectively.
- Create interactive and visually appealing reports and dashboards using Microsoft Power BI, leveraging best practices in data modeling, DAX, and visualization
- Develop and maintain ETL processes to extract data from various sources, transform, and load into Microsoft PowerBI.
- Regular communication with the field team and technical staff on the progress of data entry and verification process.
- Provide orientation to GHSC-PSM staff on the usage of the project databases.
- Assist teams in the preparation for and production of graphs, maps, and other data visualization tools.
- Collaborate with M&E team members to conduct requirement analysis and integrate survey data into data analysis and reporting workflows.
- Design and build a robust internal database as appropriate. Manage and maintain database systems, including backups, recovery, performance tuning, and security.
- Work closely with Ethiopian Pharmaceuticals Supply Services, Ministry of Health, and partners to link data from health commodity management information system and health management information system.
- Provide orientation and build capacity of teams on data management.
Data Management and Reporting (50%)
- Manage the project databases such as internal M&E database andsupportive supervision database.
- Clearly replicate M&E and Knowledge Management indicator tables into the database system to easily append data into the system.
- Timely upload data to GHSC-PSM databases, store indicator data as per data management guide.
- Implement comprehensive data validation and testing procedures to ensure data quality and integrity.
- Ensure data integrity, consistency, and security through appropriate access controls and data governance practices.
- Perform advanced data analysis using SQL for extraction and transformation, as well as to optimize database performance and identify and resolve bottlenecks.
- Work with teams to collect, clean, aggregate, analyze and report survey data using web-based data collection tools (Such as SurveyCTO, ODK, SurveyMonkey).
- Link data from different sources of the supply chain to create a relationship within indicators.
- Monitor accuracy of data collected and ensure data quality by performing data validation.
- Perform database maintenance and administer access and security.
- Implement backup and recovery plan and procedure.
Annex 1 – Scope of Work (SOW)
About You
Qualifications:
- MSc or BSc. degree in Health Informatics, statistics, IT, computer science, software engineering or related fields with five and more years of experience in the specified area.
- Expertise in database design and development, ensuring efficient and scalable data management.
- Experience working with database technologies such as MySQL, MS SQL Server (2014, 2016, 2017, 2019, or 2022).
- Proven expertise in Microsoft Power BI, including data modeling, DAX, and visualization techniques.
- Extensive experience in implementing data validation and testing procedures to ensure data quality and integrity.
- Familiarity with survey design, programming, and testingbest practicesusing platformslike SurveyCTO, Kobo, ODK, and CommCare.
- Strong understanding of ETL processes and the ability to integrate survey data collection tools with data visualization platforms.
- Proficient in SQL for data extraction, transformation, and optimization of database performance.
- Solid experience in developing and maintaining robust data models that can handle large, complex data sets.
- Expertise in the usage of GIS equipment and data collection tools for seamless data integration.
- Strong understanding of data architecture, and databases concepts.
- Excellent skills in web programming languages, including PHP, javaScript and Laravel.
- Proficiency in using Microsoft Office 365 tools (Outlook, Teams, Excel, SharePoint, OneDrive).
- Familiarity with graphic design tools (Adobe Illustrator, Photoshop, InDesign) to enhance data visualization.
- Excellent problem-solving and critical thinking abilities
- Excellent interpersonal communication skills, with the ability to work effectively in a team setting.
