Activity Overview
The USAID Empowered Communities Activity (USAID ECA) is currently being implemented by a consortium of partners led by Project HOPE. Family Guidance Association of Ethiopia (FGA-E) is one of the partner organizations in the consortium alongside the Amhara Women’s Association (AWA), Mothers and Children Multisectoral Development Organization (MCMDO), and Progynist. The primary objective of the USAID Empowered Communities Activity is to enhance health literacy and community engagement at the grassroots level, while also strengthening the capacity of non-state actors (NSAs). Additionally, the activity aims to establish accountability systems and improve service delivery through NSA-managed health facilities. The activity will span a duration of four years, beginning on January 18, 2024, and concluding on January 17, 2028. Its implementation will encompass five regions of Ethiopia, namely Oromia, Amhara, Afar, South Ethiopia, and Central Ethiopia. One of the anticipated outcomes is increased provision of high-quality Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition (RMNCAH-N) services through locally managed NSA health facilities.
Job Summary
Social Franchising Officer assist the coordinator in undertaking Planning, organizing and coordinating the Community based Reproductive, Maternal, Newborn Child adolescent and Newborn services (RMNCAH-N). He/she ensures the availability of skilled and competent providers, essential medical supplies, and equipment required for the RMNCAH-N services at Non-State Actors (NSA) owned facilities included under USAID ECA implementation at Konso Zone Karat District & South Omo Zone male district. Additionally, S/He will provide onsite technical guidance and support to ensure quality through onsite training, mentoring and other capacity building initiatives.
About You
Qualification and Essential Skills
- BSc in Public Health, Nursing, and other health sciences and 3 years directly relevant experience on community bases services;
Skills & Attributes
- Conscious of government (MOH) and FGAE regulations, standards , protocols; Awareness of national Health guidelines, strategies, QOc/QI protocols;
- Technical expertise in SOJT trainings, implementing guidelines SOPs and conducting clinical mentorship and coaching RMNCAH-N services.
- Excellent report writing and communication skills.
- Knowledge of using Computer Proficiency in MS word, EXCEL, Access,
- Good team player and Willingness to work extra hours
- Energetic and enthusiastic approach to work with SF FHNCs;
- Willingness for frequent travel to project areas & AOs
- Supportive and ethical
- Pleasant and polite attitude at all times

Specific Roles & Responsibilities
- Plan, and organize Community based SRH service activities. That is, assist the Clinic coordinator undertaking Planning, organizing and coordinating the community based activities;
- Map NSA owned facilities and conduct assessment to include facilities in franchising support.
- Conduct demand creation activities such as community mobilization, awareness creation etc
- Facilitate and coordinate capacity building CPD accredited trainings, mentorship and post training follow up
- Screens clients, examines and counsels’ clients on methods of choice both at community & facility level
- Prepare regular activity report, data entry DHIS2 and other FGAE’s data platforms.
- Ensure the availability of SOPS and necessary quality improvement tools for RMNCAH-N service, at service delivery facilities ,
- Monitor to ensure adherence of facilities for terms and conditions/ franchising requirements.
- Facilitate public Privat mix initiative, signing agreement between the NSA owned facility, public counterparts and USAID ECA.
- Represent FGAE USAID ECA at grassroots (community) levels, strengthen partnership and networking
- Provides SRH services and evening programs. That is, provide comprehensive SRH service including post-abortion care, insertion and removal of IUCD, Norplant/Implants and assists doctors in voluntary surgical contraception, circumcisions
- Provide referral services on RMNCAH-N services
- Provide technical mentoring services at Franchise Private Family Health Network Clinics(FHNCs);
- Participates in research activities, lesson learned and best practice documentation.
- Provide ongoing support and guidance to franchisees on operational, marketing and compliance matters.
- Conduct regular supervision to community based centers.
- Identify and provide support to deliver essential commodities to improve RMNCAH-N service based on the agreement.
- Undertakes the duties and responsibilities of clinical, public and environmental health services,
- Lead/coordinate community based review meeting sessions
- Performs such other duties and responsibilities as may be assigned.
