FAMILY GUIDANCE ASSOCIATION OF ETHIOPIA

Job Title:  Sexual and Reproductive Health and Family Planning Advisor

Reporting to: RMNCAH-N Service Delivery Director

Place of Work: Addis Ababa

Program: USAID-Empowered Community Activity

Minimum Hours of Work: 40 Hours per Week

Activity Overview 

The USAID Empowered Communities Activity (USAID ECA) is currently being implemented by a consortium of partners led by Project HOPE. Family Guidance Association of Ethiopia (FGA-E) is one of the partner organizations in the consortium alongside the Amhara Women’s Association (AWA), Mothers and Children Multisectoral Development Organization (MCMDO), and Progynist. The primary objective of the USAID Empowered Communities Activity is to enhance health literacy and community engagement at the grassroots level, while also strengthening the capacity of non-state actors (NSAs). Additionally, the activity aims to establish accountability systems and improve service delivery through NSA-managed health facilities. The activity will span a duration of four years, beginning on January 18, 2024, and concluding on January 17, 2028. Its implementation will encompass five regions of Ethiopia, namely Oromia, Amhara, Afar, South Ethiopia, and Central Ethiopia. One of the anticipated outcomes is increased provision of high-quality Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition (RMNCAH-N) services through locally managed NSA health facilities.

Job Summary 

The Family planning and Sexual reproductive Health Advisor is hired by FGA-E will be assigned to USAID ECA and S/he is responsible for providing technical expense and strategic guidance to support the implementation of family planning and reproductive health programs. This includes conducting assessments, developing evidence-based interventions, providing capacity building and monitoring and evaluating program progress and impact. The advisor closely works with the government agencies, regulatory bodies, nongovernmental organizations, and community stake holders to ensure access to high quality, comprehensive family planning and sexual reproductive health services.

Specific Roles and Responsibilities

  • Develop implementation activities pertaining to SRH and FP that will be incorporated into the annual work plan, and provide assistance in monitoring their execution in accordance with the program description..
  • Compile implementation reports pertaining to SRH and FP in compliance with the donor’s requirements
  • Collaborate with knowledge management teams to conduct situational analysis and needs assessment, with the aim of identifying gaps, barriers, and opportunities in the delivery of family planning and reproductive health services.
  •  Identify and map healthcare facilities (including pharmacies, clinics, and hospitals) under NSA ownership that provide comprehensive SRH and FP information and services.
  • Facilitate in negotiating service delivery agreements that clearly outline the roles, responsibilities, and accountabilities of both public and private/NSA-managed facilities in delivering FP and SRH information and services.
  • Offer technical guidance and support throughout the process of designing, implementing, and expanding effective family planning interventions, leveraging a combination of public and private approaches.
  • Develop comprehensive training curricula to implement a range of capacity-building initiatives aimed at enhancing the skills of healthcare workers in non-state-owned facilities, with a focus on providing quality family planning services that prioritize informed choice and voluntarism.
  • Facilitate the adaptation and implementation of evidence-based practices, guidelines, and tools in the realm of family planning and sexual reproductive health services.
  • Engage with government agencies, civil society organizations, and community leaders to advocate for inclusive policies surrounding family planning and reproductive health services at NSA-managed facilities.
  • Conduct competency-based training on comprehensive contraception, provide supportive supervision, mentoring and Quality improvement and assurance support to ensure delivery of quality service by NSA managed facilities.
  • Facilitate the adaptation and implementation of evidence-based practices, guidelines, and tools related to Family planning and sexual reproductive health services.
  • Coordinate and collaborate with other technical experts, partners, and stakeholders to ensure alignment and synergy on all over USAID ECA.
  • Collaborate with Gender and social inclusive advisor to implement gender sensitive Sexual and reproductive health and Family planning services at NSA managed health facilities.
  • Document and disseminate lessons learned best practices, and success stories to contribute to the global evidence base.
  • Ensure availability of Comprehensive Family planning information and services at NSA managed health facilities based on the national quality standards of FP service provision.
  • Collaborate in the development of performance and evaluation indicators for family planning (FP) and sexual reproductive health (SRH) services.
  •  Continuously monitor program performance and provide guidance for improvement plans.
  • Facilitate the development of service delivery agreements, referral mechanisms, and data sharing protocols for service delivery and commodity consumption between public, private, or NSA-owned facilities.
  • Prepare an FP compliance plan and conduct periodic monitoring to uphold clients’ rights while providing FP services at NSA-managed facilities.
  • Ensure the integration of the family planning program with other essential maternal, reproductive, and child health services, such as postpartum care, postabortion care, and immunization, to enhance access to contraception for unmet needs.
  • Advocate for the establishment of an enabling environment that incentivizes NSA-owned facilities to actively participate in national family planning and sexual reproductive health programs.

About You

Qualification and Essential Skills 

  • Midwife/Nurse/Health Officer/Medical Doctor with advanced degree in Public Health or Reproductive Health/Project Management.
  • At least five years’ experience in Family Planning and Reproductive health program management, implementation preferably program related with Public private Mix.
  • Strong expertise in national RH/ Family planning program.
  • Track record of providing family planning counselling and services, short acting, long-acting reversible contraception,
  • Technical expertise in designing training material, preparing guidelines, job aids and conducting clinical training and mentoring in FP and SRH services.
  • Excellent project management and organizational skills.
  • Proficiency in data analysis and interpretation.
  • Effective communication and interpersonal skills.
  • Ability to work with diverse stakeholders.
  • Familiarity with the national RH strategies and FP guidelines and initiatives.

The Maternal Health Advisor is hired under FGA-E for USAID ECA  S/He is responsible for providing technical and strategic guidance to support the implementation of maternal health programs implemented by non-state actors managed health care facilities. This includes conducting assessments, developing evidence-based interventions, providing capacity building and monitoring and evaluating program progress and impact. The advisor closely works with the government agencies, regulatory bodies, nongovernmental organizations, and community stakeholders to ensure access to high quality maternal health services.

Specific Roles and Responsibilities

  • Develop the implementation activities for the maternal health program in accordance with the program description to be included in the annual work plan
  •  Ensure the smooth implementation and monitoring of the planned maternal health activities and develop periodic reports in accordance with the requirements specified by the donor.
  •  Collaborate with knowledge management teams to conduct a situational analysis and needs assessment aimed at identifying gaps, barriers, and opportunities for the delivery of maternal health services.
  • Identify and map NSA owned facilities (Pharmacies, clinics, hospitals) that provide quality maternal health services.
  •  Establish partnerships and service delivery agreements with NSA providers to deliver quality maternal health services
  •  Ensure consistent supply of essential commodities for maternal health from the public system and support mechanisms to build trust among public and NSA owned facilities.
  •  Oversee training and capacity building initiatives to ensure Private and other NSA owned facilities meet quality standards for maternal care
  •  Collaborate to develop training curricula for capacity building to enhance health workers’ ability to initiate quality improvement plans for maternal health service delivery.
  • Provide backstopping field support through mentorship, supportive supervision along other staff of Project HOPE.
  •  Provide technical assistance in establishing community of practice learning platforms to facilitate the implementation of quality improvement initiatives within healthcare facilities owned by the NSA
  • Develop and manage a monitoring and evaluation system to track program performance and maternal health indicators
  •  Advocate for supportive policies and regulations to enable effective public-private collaboration in maternal health services.
  •  Coordinate and collaborate with other technical experts, partners, and stakeholders to ensure alignment and synergy on all over USAID ECA.
  • Collaborate with the Gender and Social Inclusion Advisor to implement gender-sensitive maternal health services at health facilities owned by NSA.
  • Document and disseminate lessons learned, best practices, and success stories to contribute to the national and global evidence.
  • Advocate for the establishment of an enabling environment that offers incentives for NSA owned facilities to actively engage in the delivery of quality maternal health programs.
  • Represent USAID ECA at national maternal health technical working group
  • Perform other activities as assigned by his supervisor.

About You

Project Coordinator

Job Summary:

The project coordinator is responsible to plan, coordinate, implement, and monitor all interventions and activities related to community engagement, health literacy, advocacy, and social accountability at USAID ECA implementation areas. In addition, s/he is expected to work closely with ECA consortium partners, key government sectors, and other implementing partners in the planning, implementation, monitoring, and sharing of lessons and learning for project activities. The ideal candidate is highly organized, detail-oriented, and capable of managing multiple tasks simultaneously.

Key Responsibilities:

  • Manage woreda project staff and coordinate with USAID ECA consortium partners to realize the USAID ECA goals and objectives
  • Manage and coordinate the implementation of all community engagement, health literacy, social mobilization, social accountability mechanisms and platforms, and advocacy interventions and activities at USAID ECA woredas
  • Lead the capacity development of staff, NSAs, and government staff on USAID Empowered Communities project interventions and activities
  • Ensure the project activities and interventions are implemented according to the standards and quality
  • Work closely with USAID ECA consortium partners in the planning, coordination, implementation, and monitoring of interventions and activities at the project
  • Provide technical and managerial oversight to Woreda project coordinators
  • Prepare and submit monthly, quarterly, and annual work plan to their organization and USAID ECA consortium partners
  • Provide and ensure utilization of job aids, tools, guides, and manuals for community engagement, advocacy, social accountability systems, and platforms
  • Work closely with USAID ECA consortium partners to enhance capacity, contextualize, and carry out the project interventions and activities in the USAID ECA woredas
  • Regularly conduct follow-up visits, supportive supervision, performance reviews, and experience sharing jointly with woreda coordinators and government stakeholders
  • Work closely with RHBs, ZHDs, WorHOs, and woreda coordinators to plan and execute various trainings on community engagement, health literacy, advocacy, social accountability
  • Participate at relevant technical & coordination meetings such as TWGs in the region and promotes partnerships and networking
  • Prepare and submit biweekly, monthly, quarterly, and annual progress reports to their leadership and USAID ECA regional team
  • Assist in the development of project plans, including timelines, milestones, and resource allocation.
  • Serve as a point of contact for project teams and stakeholders.
  • Identify, document, and share success stories, lessons and learnings Schedule and organize project meetings, including preparation of agendas and follow-up on action items.
  • Any responsibilities assigned by the supervisor

About You

Qualifications:

  • Master’s degree in health fields, Social Science, or related fields with experience related to community engagement and empowerment, social accountability, social behavior change
  • Minimum of 5 years of demonstrated coordination and managerial experience in project planning, implementation, and monitoring
  • Familiarity and demonstrated experience with Ethiopian Primary Health Care system including the Community Health Program, community engagement, community structures
  • Demonstrated experiences on capacity development of NSAs/CSOs
  • Experience in evidence synthesis and analysis for program and intervention design
  • Experience of working with local governments, international organizations, other bilateral donor and civil society organizations, and senior level government officials is desired.

Finance and Operations Officer

Job Summary

The Finance and Operations Officer will be responsible for managing the financial health and operational efficiency of the organization. This role requires a strategic thinker with strong analytical skills and the ability to lead and improve financial and operational processes. The Finance and Operations Officer will work closely with senior management to support the organization’s strategic goals and ensure compliance with financial regulations and operational standards.

 Key Responsibilities

  • Ensure that the project has effective financial systems, controls, and processes in place that are effectively and efficiently used throughout; Coordinate and develop accounting, financial monitoring, and reporting systems
  • Understand, be familiar with and apply system security and safety procedures and requirements to protect the completeness, accuracy and integrity of accounting data and information.
  • Develop and implement accurate cash management strategies and undertake the approval of expenditures for staff, suppliers, and other external parties; Manage cash flow and preparation of pipelines for review by project coordinator and program manager to ensure availability of funds for the implementation of program activities for all Intervention Areas of the project.
  • Examine financial data, including that related to procurement, for accuracy and compliance with EH and donor policies and procedures and plan for and facilitate compliance checks and external and internal audits in collaboration with the Regional Finance Manager.
  • Manage, maintain & update Fixed Assets Inventory List by ensuring appropriate, accurate and complete accounting
  • Check and authorize entries for correctness – for coding and posting to the QuickBooks ledger system ensuring accuracy and prompt processing into the various accounts.
  • Ensure timely and proper filing, maintenance and custody of accounts records & documents in defined area of work for ease of reference and retrieval; Review of all staff accountabilities and claims or refunds; Review of all cheque payments and approval of respective journals.
  • Vet and review invoices and other payment vouchers prior to submitting them for approval ensuring accuracy and correctness and that amounts due and payable are indicated on the invoices; Keep proper record of all prepayments, accruals and related accounts.
  • Oversee the generation and analysis of monthly financial reports for the project and ensure that advance requests are timely submitted to the donor.
  • Prepare for and attend to the needs of internal and external auditors by way of participating in pre-audit meeting, prepare audit schedules as per checklist made available and any other pertinent supporting analysis; Ensure audit preparedness from all units prior to external audits;
  • Be responsible for the implementation and clearance of audit issues & recommendations, both internal and external.
  • Check and ensure that all monthly tax payments, statutory & regulatory deductions & other returns etc are accurate & complete as well as they are remitted in time. If any follow-ups are necessary, they are done in time; Ensure timely preparation of tax returns & other forms to tax authorities for review by the Regional Office prior to submission.
  • Manage and perform other duties as assigned by the supervisor

About You

Qualifications

  • Bachelor’s degree in accounting, Economics, Business Administration or a related field from a recognized institution plus five (5) years of relevant professional experience. Masters in related field is preferred.
  • Demonstrated experience with the finance/accounting and administration functions of international and local organizations.
  • Knowledge of and experience with US Government and other donor funding rules and regulations, financial reporting, and disclosure requirements.

M and E Officer

Job Summary:

The Monitoring and Evaluation (M&E) Officer will be responsible for the coordination, and implementation of the monitoring and evaluation, research, and learning framework of USAID ECA. He/She will implement the USAID ECA monitoring and evaluation framework and plan to improve the qualitative and quantitative evidence gathered by the project. The M&E Officer will also provide technical assistance to the Woreda and community level structure on M and E.

Key Responsibilities:

  • Support the implementation of a comprehensive M&E and reporting system that will enable the collection, documentation, tracking, and reporting of data related to all results levels of the project: outcome, output, and activity.
  • Systematize and ensure implementation of data quality assurance mechanisms into the M&E framework as well as activities.
  • Regularly collect and compile data on targets of each indicator to measure achievement against performance indicators at all levels.
  • Ensure validity, reliability, precision, integrity, and timeliness of information through quality checks and implementation of corrective actions to improve data quality and accountability of project team including technical assistants.
  • Maintain and update the M&E platform to ensure that data are readily available.
  • Compile and analyze data in the preparation of monthly, quarterly, and annual reports as well as ad hoc updates which provide comprehensive insight to the progress, constraints, gaps, and lessons of the project both to internal and external stakeholders.
  • Support in preparing briefing materials on project performance and status, as required.
  • Support compliance with reporting requirements, Support the project management team in coordinating and/or conducting thematic assessments.
  • Regularly track and analyze progress, challenges, gaps, and lessons learned through implementation.
  • Support in extracting lessons learned from monitoring, assessments, and evaluations for course adjustment and continuous performance improvement.
  • Facilitate training/mentorship to the relevant staff and technical assistants on Monitoring and Evaluation, Performance Management, and on data responsibilities and operational usage of tools developed through the project .
  • Attend relevant meetings, coordination platforms organized by the regional health bureaus
  • Deliver additional tasks assigned by immediate supervisor.

About You

  • Master’s degree in health fields, Social Science, or related fields with experience related to community engagement and empowerment, social accountability, social behavior change
  •  Minimum of 3-5 years of experience in monitoring and evaluation, preferably within the development sector
