Position Purpose

Under the technical and managerial supervision of a Sustainable Peace Activity Program Manager, the Program Officers will support community level response initiatives through rapid assessment, development of project ideas, designing and implementing activities that have been approved through direct implementation and/or working through partnerships framed by MoUs; relationship management, monitoring and facilitating documentation on lessons learned. The Program Officer will be based in Addis Ababa but spend substantial percentage of their time in the field.

Key Responsibilities

The specific duties to be carried out by the successful candidate are listed below:

  • Undertake/participate/facilitate rapid assessments that set to describe the situation on the ground, the challenges and problems, analyze and come up with potential project ideas.
  • Prepare draft proposals for selected activities. In close collaboration with the Program Manager and Grants Team, prepare activity proposals to respond to identified problem/s, addressing needs of groups in different geographic locations, using activities/strategies/tools/methodologies and prepare required budgets.
  • Continuously scan the operating environment and ensure response initiatives are implemented taking into considerations the realities on the ground.
  • Once an activity has been cleared by USAID, implement the activity either directly or through a subcontractor/grantee ensuring effective implementation.
  • Prepare draft partnering agreements with potential implementation organizations, where needed.
  • Manage and coordinate program implementation.
  • Manage relationships and networking.
  • Coordinate with program teams to ensure the procurement and delivery of materials to program-supported beneficiaries.
  • In conjunction with the Communications and MERL team, assist in documenting of key successes, lessons, capturing case studies etc.
  • Conduct monitoring visits and prepare reports to assess implementation of activities.
  • Compile reports of activity implementation
  • Ensure conflict sensitivity at all stages of the project implementation stages.
  • Performs any other related duties that may be assigned to her/him by the Supervisor.

Qualification:

Basic Requirements

  • Master’s degree and 6+ years relevant experience or equivalent combination of education and experience.
  • Experience in Supporting

Unique/Specialized Job Requirements  

  • The incumbent is expected to establish and maintain open and cordial relationships with CBOs/CSOs, GOs, and other stakeholders in order to obtain the required support and collaboration for the smooth coordination and implementation of Pact activities.
