- Job Purpose

MAJOR RESPONSIBILITIES
Planning
- Plan and carry – out of food assistance commodity reporting activities as per principles, standards and procedures.
- Plan to maintain standard food assistance operational procedures are implemented in record keeping, warehouse management and documentation in areas of SPIR II food assistance.
- Plan to recommend improvement ways of inventory control, revise checklists and mechanisms to establish quality commodity tracking in terms of warehousing, documentation, overall commodity flow and food transfer;
- Regularly plan to conduct field monitoring activities at woreda warehouses and FDPs, to ensure food handling, recording, flow and movement;
- Design to produce workable monthly and periodic mandatory food commodity reports preparation plan and ensure effective implementation of the plan according to commodity reporting standards and principles to ensure report quality and meet reporting deadlines.
Coordination and Collaboration
- Closely work with PDP and field level storekeepers, and consortium level SPIR II food assistance information reporting specialist to maintain and enhance food assistance information reporting quality.
- Actively participate in Food Assistance Monitoring, Reporting and Compliance TWG and contribute to program effectiveness regarding food commodities stock controlling and management;
- Perform smooth and ensure effective communication with internal and partners level food commodity accountants and reporting team;
- Contribute significantly to stock controlling, and reporting processes in collaboratively working with storekeepers, food commodity coordinator, woreda supervisor and reporting specialist.
- Play great coordination role to ensure weekly, monthly and quarterly food reporting timelines.
- Work to adhere Generally Accepted Commodity Accountability Principles and Commodity Accounting Principles in the entire food commodity reporting process.
Performing Follow-up and Reporting Activities
- Ensure all warehouses documents (physical inventory, stacking, ledger books and stack cards) well recorded and the balance reconciled each other.
- Check all the receipt, dispatch, requisition pads, waybills, distribution center visit report, distribution lists and prepare the monthly Commodity Status Reports (CSR), Recipient Status Reports (RSR) and Loss Status Reports (LSR);
- Ensure that each commodity reports (CSR, RSR and LSR) are accurate and reliable for the completion of the monthly and quarterly reports.
- File all the required weekly, monthly and quarterly reports in well-organized level.
- Work closely with SPIR II consortium reporting person specially on CCTS, posting of reports to the DGDB, IC and quarter reports to own systems and handle related tasks in the absence of FAIRS.
- Ensure proper warehouse records and management are conducted to the proper donor and WVE standards.
- Prepare quality monthly commodity reports for World Vision and ensure submission of mandatory commodity reports to the Food Assistance Information Reporting Specialist (FAIRS).
Capacity Building and Supervision
- Identifies warehouse staff capacity gaps and provide on job training to enhance their skill;
- Ensure food commodities warehouse storekeepers are well trained and manage commodity and records in warehouses independently.;
- Establishes regular team meeting to review progress and identify challenges;
- Closely work with PDP and woreda dispatcher, storekeepers, distribution supervisors, distributors and SPIR II food assistance information reporting specialist to maintain and enhance food assistance information reporting quality;
- Perform smooth and ensure effective communication with internal with consortium reporting team;
- Contribute to close recurring technical gaps through giving immense support to store keepers and distribution team;
About You
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
- 3 Years of experience in food assistance, disaster mitigation and development related fields with a minimum of 2 years’ experience food commodities report preparations.
Required Education, training, license, registration, and certification
- BA/BSc / Diploma in Food Science, Food Security, Agricultural Economics, Business Administration, Management, Accounting, Disaster Management, Agriculture and related fields.
Preferred Knowledge and Qualifications

Job Description

MAJOR RESPONSIBILITIES

- Closely work with clearing and forwarding agents to ensure the receipt of food commodities.

- Ensures that logistic and spray and fumigation related services are procured timely in closely and collaboratively working with supply chain / procurement unit through submission of procurement plan and purchase requisition on time.

Warehouse Operations Management and Food Handling
- Supervises food commodity management and tracking by regularly engaging in dispatch plan and dispatch status preparation, reporting and proper documentation;
- Reports on and takes corrective action on Port and PDP level losses, timely restoration of damaged food at PDP level;
- Ensures proper warehousing and transport contracts are in place;
- Regularly conduct monitoring visit to PDP warehouses to check for sound warehouse management practices and reconcile transaction documents;
- Ensure logistics and transportation process as per the donor requirements and plans carefully the delivery of commodities and ensures that they are delivered on time and at the right place;
- Advise and provide direction for field team to make adequate preparations to receive commodities;

- Supervise all food distribution activities at FDPs and ensure that distribution is carried out according to plan;
- Plan, organize, mobilize, and coordinate woreda food assistance team and others support team to carry-out effective food distribution at each final distribution points;
- Ensure the correctness of project participants documents like MPL, attendance sheet, payroll and other related documents;
- Follow the adherence of food distribution requirements that mentioned at pre-distribution phase, during distribution and post-distribution phases;
- Provide a guidance for woreda food assistance team to plan, establish, strengthen, and implement compliant response mechanism in all FDPs;
- Share the compiled food transfer progress update at weekly and monthly basis;
Food Assistance Monitoring and Reporting
- Support all food monitoring and reporting activities through regular field level monitoring, facilitation, information provision and contributing through team work;
- Lead and support monitoring officer in planning and ensuring the execution of food assistance monitoring plan for the improvements and attaining the donor compliance principles, standards and procedures;
- Support field food assistance team to plan, establish, strengthen, and implement compliant response mechanism (CRM) in all FDPs;
- Play facilitation role to execute post distribution monitoring (PDM) in targeted woredas after the completion of each food distribution round to check and verify the project participants have received their entitlements as per the standard, rations sizes and verify other relevant information’s;
- Work closely with consortium food monitoring and compliance team to ensure that all kinds of food assistance risk monitoring methods and tools are used at all food assistance handling and management level;
- Contribute to close recurring technical gaps through giving immense support for field team;
- Prepare comprehensive monthly food assistance management reports, as well as monthly narrative reports for the district according to set standards and formats;
Correspondence and Networking
- Follow the development of Woreda-level PSNP task forces annual PSNP PW activities;
- Supervise and verify public work activities implementations in operational Woredas and ensure that the planned work quality is attained by each household to be eligible for the period transfer payment;
- Ensure that public work activities are integrated and implemented in accordance with government and donor procedures and standards;
- Attend and boldly represent WV on regional Joint Review and Implementation Support (JRIS) meetings;
- Attend on TWG and represent WV on government coordination meetings;

The Regional Technical Program Coordinator (TPC) will manage the overall implementation of SPIR II program activities at the regional level. of SPIR II program activities are being implemented in four operation woredas, Samre, Tsaeda Emba, Enderta and Kilteawelaleo
Under the supervision and guidance of the Regional Project Manager, s/he will provide leadership to the technical team to streamline sectoral activities including but not limited to; infrastructure, livelihoods, WASH, health, psychosocial support, gender, NRMM and DRR. The responsibility of this position is to support the receipt of food commodities at PDP and dispatch food commodities from WV PDP to secondary warehouses according to the allocation and complying WV receiving and dispatching procedures. Job Description
Check food commodities quantity and quality
- Check the food quality and availability at PDP level before conducting any dispatch operation.
- Report any food quality problem to immediate supervisor in timely manner.
- Make sure the trucks that comes to load commodity are clean and free from dirt/foreign materials.
- Check the commodity trucks are with standard size and standard tarpaulin to protect the food commodity.
- Make sure to work closely with the daily laborers to identify weevil infested commodities, slacked bags and punctured containers.
Ensure food commodities receipt at PDP and dispatching
- Conduct truck inspection whether the truck has arrived in PDP warehouse with sound and intact commodity in good quality to ensure accuracy through taking adequate sample.
- Check the overall neatness of the commodities like; free from weevils & infestation, required recording BUBD both on the dispatch & receipt waybills to avoid audit findings; etc.
- Support the storekeeper in reviewing waybills to ensure that the commodities are of correct quantities and quality (receiving waybills and transfer onto receiving section of the waybill);
- Ensure trucks have been loaded for dispatch are properly covered with tarpaulins/canvas.
- Ensure transport service providers are well acquainted with the qualities & quantities of food commodities needs to be kept in good condition until the destination points.
- During food receipt time work closely with independent surveyor and global inspection survey agency.
- Work closely with storekeeper to ensure ethical work behavior by porters/drivers while loading and offloading.
- Controls porters in the PDP warehouse that they should not miss-handle, throw bags, pails, and tins while loading or unloading.
- Develop way to mitigate intentional losses by truck drivers and porters.
- Properly check food commodity quality and quantity against waybill and other supporting documents.
Record and document management
- Verify the waybill amount and the actually received amount from PDP and issue the receiving note accordingly to the driver.

- Receive food commodities allocation by woreda from warehouse and dispatch accordingly.

- 20% Effects approved cash payment, fuel coupons and materials from store
- 15% Handles cash collection and timely deposit in the bank
- 15% Prepares APs revolving fund replenishment
- 10% Prepares deposit voucher to record cash collection and deposits
- 10% Ensure proper reconciliation of physical count with bin cards and stock cards and report the results to the AP accountant regularly

Job Description
- Monitor food aid resources in JEOP operational Woredas’ warehouses and ensure the commodities are stored in line with the standard. Ensures that all warehouses are keeping proper warehousing standards set by Donor. Monthly inspect all warehouses, take physical inventory and forward all findings to the immediate supervisor.
- Assist and monitor the field commodity teams in the proper management of food aid resources in line with the commodity management guide. Follow up that the allocated foods have arrived in each distribution site and necessary food packages are in place before projects call beneficiaries for distribution.
- Ensure an adequate filing system is in place in all warehouses and easy to access them when required.
- Conduct regular commodity end use check, PDM, etc. in its designated woredas after the completion of each food distribution round to check and verify beneficiaries have received their entitlements as per the determined rations sizes and verify other relevant information on JEOP food beneficiaries
- Review relevant food transaction documents to check and provide feedback on practice of standard recording and documentation and reconciliation between different commodity transaction recording documents
- Check and ensure if control procedures are adequate at each stage of JEOP food handling and distribution process to prevent corruption and misappropriation
- Constantly report to management concerning the organization’s compliance with laws and regulations.
About You
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

- Experience: 2 – 3 years’ experiences on food assistance projects
Required Education, training, license, registration, and certification
