1.HR & Administration Assistant

Role and responsibilities

 

The purpose of the HR & Administration assistant position is to assist in the day-to-day implementation of the support functions responsibilities.

Generic responsibilities:

  • Ensure compliance with NRC policies and the local labor law in all procedures and processes.
  • Assist with the implementation of support function portfolio according to plan of action.
  • Provide support in recruitment processes, including advertisements, filling applications, inviting candidates, organizing interview venues & attend, etc.
  • Assist in the implementation and training of staff in NRC’s HR policy and procedure.
  • Promote and share ideas for improvement of the support function.
  • Coordinate with relevant partners, suppliers, authorities, lawyers etc.
  • Property handle complaints and grievance procedures
  • Provide assistance in administering benefit programs, staff contributions to relevant statutory bodies (social security etc.);
  • Process documentation and prepare reports related to personnel activates (staff list, staff recruitment, Contracts, and leave balance, trainings, grievance, and Performance evolution etc)
  • Complied and update employee records and files, (hard and soft copies)

Specific responsibilities

  • Provide and facilitate induction for new staffs joining NRC;
  • Ensure each staff has employment contract, JD and other relevant documents in their personnel file;
  • Follow up and report on the status of performance management and documentation to line manager;
  • Provide support on facilatating contract agreement for incentive workers, casual workers and temporay staffs;
  • Update and generate monthly records and reports such as staff list, leave and other HR statistics;
  • Update tracking sheet for personal files and communicate the same with country HR team to fill the gaps and make sure that all files are updated and have the necessary documents;
  • Ensure confidentiality of all information related to responsibility;
  • Follow up the pension forms to be filled; have one copy for personal files; submit the forms to Pension Office; collect pension ID cards from this office; and give the ID card after getting signed by the respective staff;
  • Assist in incentive and Casual Worker Payroll preparation by providing relevant data (new staff recruited, Salary adjustment, promotion as well as absences, etc.)
  • Assist in monthly National staff payroll information preparation by providing relevant data (new staff recruited, Salary adjustment, promotion as well as absences, etc.)
  • Coordinate HR projects (Meetings, trainings) and take minute
  • Ensure effective and efficient utilization of resources;
  • Perform any assignment given by immediate supervisor.

In the absence of HR &Administration Coordinator

  • Ensure the office is fully stocked with appropriate stationery and other supplies
  • Document TARs and facilitate issuance of tickets and hotel accommodation for visitors
  • Assist in making travel arrangements, booking of flights and hotel accommodation for visitors
  • File Administrative documents according to procedures
  • Arrange for staff and visitors accommodation, and liaise with Logistics department on the arrangement of transportation
  • Keep best recording and filling of incoming and outgoing letters to and from NRC

  • Understanding of the relevant Ethiopia Labor laws and statutory requirements
  • Minimum of 3 years of work experience with related field

2.LFS Officer

Generic responsibilities 

  • Ensure adherence to NRC policies, tools, handbooks and guidelines.
  • Implement delegated FSL project portfolio according to a plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Promote and share ideas for technical improvement
  • Provide regular activity progress reports to FSL coordinator.
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Ensure capacity building of project assistants & field monitors and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders at the field level. 

Specific Responsibilities 

  • Supervise the implementation of all FSL activities with the technical support of the FSL coordinator.
  • Develop timely and detailed monthly implementation plan of FSL activities in close coordination with the FSL teams and support departments. Review achievements and constraints in a weekly basis; and provide feedback accordingly.
  • In charge of the day to day guidance of the FSL field activities making sure that the project implementations are in line with NRC technical guideline and donor regulations and are done on time with quality.
  • Follow up daily with the support department (finance, logistics, HR and administration) to guarantee the smooth running of FSL activities that include movement planning, internal request, payments, HR, etc.
  • Ensure that the security plan and procedure is adhered to in all operations, including staff movements, etc.
  • Consolidate weekly and monthly activity progress reports.
  • Follow up all NRC FSL activities implemented by local partners, government department and service providers.
  • Identify training needs of FSL teams, partners and community committees and organize/facilitate training events as needed.
  • Assist with the training of the FSL field teams to ensure they have a solid understanding of the project technical design, implementation approaches, NRC & donor’s policies and tools, including M&E tools.
  • Lead on stakeholder sensitization and maintain good working relationship with all stakeholders in the respective geographic areas.
  • Ensure adequate and safe records of all project deliveries (cash, vouchers, in-kind etc.) including but not be limited to beneficiary database, receipt, storage, dispatch and distributions.

 Monitoring and Evaluation 

  • In close coordination with M&E team, ensure all monitoring and evaluating activities are carried out on time, and lessons learnt are shared and capitalized on.
  • In collaboration with M&E, ensure that all FSL projects are monitored regularly, and data are collected on a weekly, monthly and quarterly basis.
  • Regularly visit the project sites to ensure that the implementation of activities is closely monitored and filed teams are appropriately supported.

About You

Generic professional competencies: 

  • Bachelor’s degree preferably in agriculture, agro-economy, economy, social sciences, development studies or other relevant discipline.
  • Proven experience from working as a Livelihood Officer in a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • English language is mandatory.

Context/ Specific skills, knowledge and experience: 

  • Knowledge of the context and region.
  • Experience with start-up, exit or similar.
  • Strong organizational skills and ability to manage multiple tasks simultaneously.
