Resource Coordinator at Oxford Policy Management

We are looking to recruit a dynamic and talented DRM Resource Coordinator for an exciting role within OPM’s growing portfolio of work on Disaster Risk Management. This will be a project role-based assignment in Ethiopia. The contract starts as soon as possible (by mutual agreement), and the role is full-time covering the Oromia region. Some travel within Ethiopia will be required. This will be a 12-month contract initially.

The Ethiopia Disaster Risk Management (DRM) Activity is a five-year USAID-funded program implemented by RTI International. The DRM Activity aims to strengthen DRM planning and preparedness capacity, improve DRM coordination, enhance resource mobilization and management, and enable timely implementation of anticipatory actions to pre-empt crises and reduce the impacts of shocks. The activity will also strengthen gender in emergencies (GiE) capacity, increase private sector engagement in DRM, and expand local organizations’ capacity to engage in DRM. The Activity will support DRM institutions in implementing Ethiopia’s new Disaster Risk Management Policy and Disaster Risk Finance Strategy.

There are three objectives for the project:

  • Objective 1: Planning and preparedness capacities strengthened.
  • Objective 2: DRM coordination improved.
  • Objective 3: Resource mobilization and management enhanced.

Oxford Policy Management (OPM) is a sub-recipient and consortium member of the USAID/Ethiopia Disaster Risk Management Activity. OPM will support the overall program goals and targets, lead activities that support the goals of Objective 3, “Resource Mobilization and Management Enhanced,” and support tasks under Objectives 1 and 2.

Job Description for the Role:

The DRM resource mobilization coordinator will lead the process of identifying and leveraging DRM financing entry points at the regional and woreda levels leveraging engagement of the private sector and participation of the community in disaster risk identification and anticipatory actions.

  • Lead the rollout and adaptation of the new upcoming Disaster Risk Financing Strategy (DRFS) at the regional and woreda level
  • Collaborate with the regional DRM team to facilitate awareness of DRM policy and legal framework and roles regarding disaster risk budgeting and financing, resource mobilization initiatives
  • Support regions in enhancing their risk knowledge and planning skills to integrate DRM into their plans and budgeting process
  • Collaborate with the regional team (Early warning response coordinator) to conduct risk assessments of potential hazards and analyze data to understand the potential impact and resource needs
  • Support regional DRM and/or finance Government Bodies to identify funding opportunities and support the development of proposals for disaster risk management activities
  • Play a leading role in coordinating resource mobilization efforts for disaster response among various agencies and organizations
  • Collaborate with the regional team to facilitate the integration of Gender in emergencies to co-create disaster risk financing
  • Facilitate the linkage between federal, regional, and woreda finance offices on DRM risk financing and budgeting
  • Conduct assessments on the institutional capacity of the actors engaged in resource mobilization in the region to provide the appropriate technical support and identify successful strategies
  • Support regional and woreda finance bureaus in establishing a coordination and communication mechanism among stakeholders engaged in disaster risk financing strategy and resource mobilization
  • Drive the creation of partnerships between woreda, community, and private sector actors
  • Participate in resource mobilization forums and initiatives to facilitate harmonization of efforts at the regional and woreda level
  • Provide technical inputs to implement innovative disaster risk financing pilots that support local anticipatory or early action.
  • Keep up-breast of up-to-date data and information in resource mobilization efforts within the region from government, private, and community level
  • Play a pivotal role in monitoring and evaluation of the implementation (planning, allocation, application/execution, etc) of resources in disaster risk management activities within the region
  • Support the design and lead implementation of a mechanism to capture lessons and best practices on resource mobilization efforts in the region

Required Skills and Qualifications:

  • Bachelor’s Degree and 5 years of experience or Master’s degree and 3 years experience equivalent combination of education in the relevant discipline
  • Relevant professional experience in disaster risk financing/public financial management with a proven track record of DRM financing
  • Demonstrated technical skills and knowledge in risk financing, and resource mobilization across government, private sector, local organizations, and development and humanitarian partners at regional and woreda levels.
  • Ability to maintain working relationships with all project stakeholders and engage in coalition-building.
  • Excellent team player with skills in communication, and organizational skills (attention to detail is required); flexibility and capacity to multi-task.
  • Verbal and written fluency in English, Amharic and Oromia
  • Ability to travel and work throughout Ethiopia in difficult terrain/conditions at times
