Background
SoCha LLC is preparing a response to provide Third-Party Monitoring (TPM) services to the USAID/Ethiopia Mission under an anticipated five-year monitoring, evaluation, and learning (MEL) activity. The anticipated objectives of the activity will be to assist the Mission with conducting TPM activities, improve knowledge management, and enhance the use of data and evidence in programmatic decision-making. The information and findings will be critical to ensure program learning and accountability, which will also be useful for programmatic adjustments and future program design by USAID/Ethiopia.
SoCha is seeking a qualified individual to fill the role of Third-Party Monitoring Manager. The TPM Manager position will be full-time and based in Addis Ababa. This role is for a proposal position and is contingent on award and funding.
Scope of Work
The TPM Manager will provide overall technical guidance and oversee the implementation of the TPM work in Ethiopia. Responsibilities will include:
- Manage, oversee, and provide technical guidance for all TPM-related project activities.
- Develop the monitoring plan in consultation with USAID and implementing partners.
- Oversee the development and refinement of the data collection methodology.
- Lead the development of the data collection tools and participate in the pilot of these tools in-person and/or remotely, as well as any other data collection activities.
- Oversee the review of implementing partner reports, activity briefs, and other relevant documents.
- Develop and compile weekly summary reports with key findings during data collection.
- Identify and communicate any issues/shortcomings in monitoring activities to USAID, implementing partners, and relevant stakeholders followed by taking steps to improve performance as necessary.
- Lead the writing of the findings reports and present them to USAID and other stakeholders, ensuring quality and timeliness.
- Participate in regular check-in calls and debriefs with USAID personnel and project staff.
Minimum Qualifications and Experience
- A bachelor’s degree in international affairs, a social science, or a related field and at least eight (8) years of progressive experience in the subject matter; OR a master’s degree in international affairs, a social science, or a related field and at least five (5) years of progressive experience in the subject matter.
- A minimum of five (5) years leading monitoring and evaluation of development projects, including managing a team of data collectors.
- Prior experience managing monitoring efforts in conflict-affected or humanitarian aid settings.
- Experience in data analytics and using statistical software packages for analysis and data visualization.
- Demonstrated a strong understanding of statistical sampling techniques.
- Ability to diplomatically communicate in English orally and in writing, in addition to working effectively with a wide range of USAID implementing partners and stakeholders.
- Excellent English communication and presentation skills, including experience in presenting to USAID, national government, or related entities.
- Fluency in English is required. Language skills in Amharic or other languages spoken in Ethiopia are a strong plus.
